The war between China and Japan in 1894-5, terminating in the Treaty of Shimonoseki, which ceded to Japan the Liaotung Peninsula, showed Russia that if she was not to be forestalled she must be up and doing.

First, there is the imbroglio of the Japanese war of 1894-5; second, the settlement following the Boxer explosion of 1900; and third, the cost of the revolution of 1911-1912. We have already discussed so exhaustively the Boxer Settlement and the finance of the Revolutionary period that it is necessary to deal with the first period only.
Let us therefore consider first the railways and then the mines, before going on to other matters. In 1875 a short line was built by foreigners from Shanghai to Woosung, but the Central Government was so shocked that it caused it to be destroyed. In 1881 the first permanent railway was constructed, but not very much was accomplished until after the Japanese War of 1894-5.
At the time of Wilfred's visit to Brick Willock, the winter of 1894-5, the opening of the Kickapoo reservation was already a near certainty; while the vast extent of Greer County itself, so long in dispute between Texas and the United States, would in all likelihood be added to the swelling territory of Oklahoma.
