Bentham even endeavoured in 1822-23 to administer some sound advice to the government of Tripoli, but his suggestions for 'remedies against misrule' seem never to have been communicated.

No sooner was the British rule established than the effect was seen in the increase of cultivation. Mr. Traill, the first Commissioner, states that from the time of the occupation, 1816 to 1822-23, the date of his retirement, cultivation had increased fully one-third, and since that time there has been a steady advance.

It was used by him as the name of a "little society to be composed of young men agreeing in fundamental principles" which he formed in the winter of 1822-23.

A brief glance at its past history shows us that, in 1568, it was in the hands of pirates, and that it was again sacked by buccaneers in 1683, having been in the interim, during the year 1618, swept by a devastating conflagration which nearly obliterated the place. In 1822-23, it was bombarded by the Spaniards, who still held the castle of San Juan d'Ulloa.

The legislature of 1822-23, with a two-thirds pro-slavery majority of the State Senate, and a technical, but legally questionable, two-thirds majority in the House, submitted to popular vote an act calling a State convention to change the constitution.

They had been beaten for Governor only by a division in their own ranks, whilst they had elected a large majority of each House of the Assembly, and were determined to make a vigorous effort to carry their measure at the session of the Legislature to be held in 1822-23. Governor Coles, in his first message, recommended the emancipation of the French slaves.
