We have already noted the furious protests and the unwonted moral solidarity of the Moslem world at these manifestations of Western Realpolitik. It would be interesting to know exactly how much of this defiant temper was due to the heartening example of Japan. Certainly our ultra-imperialists of the West were playing a dangerous game during the decade between 1904 and 1914.

The contribution to the British navy satisfied the ultra-imperialists, while the promise of a referendum and the call for money alone, and not men, appealed to the Nationalist wing.

The naval issue had now become a party question. The policy of a Dominion navy, a policy which was the logical extension of the principles of colonial nationalism and imperial cooperation which had guided imperial development for many years, was attacked by ultra-imperialists in the English-speaking provinces as strategically unsound and as leading inevitably to separation from the Empire.

Laurier tried to steer a middle course, but the attacks of ultra-imperialists in Ontario and of ultra-nationalists in Quebec, led henceforward by a brilliant and eloquent grandson of Papineau, Henri Bourassa, hampered him at every turn. The South African War gave a new unity to English-speaking Canada, but it widened the gap between the French and English sections.
