Only one other reference to stock farming appears in the annals of the Nara epoch: the abolition of the two pastures at Osumi and Himeshima in the province of Settsu was decreed in 771, but no reason is recorded. From the remotest times sericulture was assiduously practised in Japan, the ladies of the Imperial Court, from the Empress downwards, taking an active part in the pursuit.

People used to play at Royalty then as they play nowadays at parliament, creating a whole host of societies with presidents, vice-presidents, secretaries and what not agricultural societies, industrial societies, societies for the promotion of sericulture, viticulture, the growth of flax, and so forth.

Time, however, showed clearly where the great obstacle lay, and although many may have imagined that other difficulties led to its abandonment in 1839-40, those who have studied the matter are unanimously of the opinion that the want of reeling machinery has alone prevented the success of sericulture in those parts of the Union which are suitable for it.

Now of course as people saw more and more uses to which silk could be put they came to want it; and the monarchs of all countries, realizing that silk-making would bring money into their coffers, urged their subjects to take up sericulture. Henry IV of France did much to make it popular among the French peasants, offering rewards to those who would grow mulberry trees.

We have been able to manage it one season, and we might even do it two; but to feel we must work as hard as that forever it is not to be thought of. If we are to take up sericulture permanently we must have more help, and with the comparatively small margin of profit we are able to make we are not in a position to do that.
