Carl Legien, the leader of the great German unions, said at the international socialist congress at Stuttgart : "As soon as the French have an actual trade-union organization, they will cease discussing blindly the general strike, direct action, and sabotage."
Even the struggle for higher wages and shorter hours carried on by the unions, Legien says, is fought in the consciousness that it will make labor "more capable of the final solution of the social problem."
And they do this for the same purposes mentioned by Legien: to protect the working people from excessive exploitation, to enact into law the advantages already won by the unions, and so to smooth the way for better labor conditions.
Contrast with the position of Gompers and Mitchell the chief official of the German unions, Karl Legien, a relatively conservative representative of Continental unionism. "The unions," he says, "are based on the conviction that there is an unbridgeable gulf between capital and labor.
