It is stated to provide for the internationalisation of the Straits, the occupation of Gallipoli by the Allies, the maintenance of Allied contingents in Constantinople and the appointment of a Commission of Control over Turkish finances. The San Remo Conference has entrusted Britain with Mandates for Mesopotamia and Palestine and France with the Mandate for Syria.
It would find it quite a difficult thing to shout; and it would find exactly the same difficulty with all the advanced formulae about nationalisation and internationalisation and class-conscious solidarity. No rabble could roar at the top of its voice the collectivist formula of "The nationalisation of all the means of production, distribution, and exchange."
It is by no means impossible that Russia would be satisfied with the expulsion of the Turks and the internationalisation of Constantinople as a free port under a Christian prince or a commission of the Powers. But, though admirable in theory, such a solution would give rise to endless complications and disputes.
France is not trying to Gallicise thousands of English trippers or German prisoners of war. America is the one place in the world where this process, healthy or unhealthy, possible or impossible, is going on. And the process, as I have pointed out, is not internationalisation. It would be truer to say it is the nationalisation of the internationalised.
