He ordained that a fine of not less than fifty marks, and not more than one hundred, should be exacted of every representative of a town or shire, who, being elected as such, neglected or refused to attend. He reformed the royal courts, and appointed Walter de Hankerford and William Sturmey, two Englishmen, "well learned in the law" as judges, whose annual salaries were to be forty pounds each.
