The coal used must be bought from Austro-Hungarian subjects in the proportion of two tons from Austria and one ton from Hungary, provided that "the price is not greater than foreign coal, and that the steam-producing power of the native coal is equal to at least eighty-four per cent of that of foreign coal."
Here, however, was a steam engine which was practicable for use in the air, obviously, and only the rapid success of the internal combustion engine prevented the steam-producing type from being developed toward perfection. The first designers of internal combustion engines, knowing nothing of the petrol of these days, constructed their examples with a view to using gas as fuel.
A few gallons of oil will give you the steam-producing power of a ton of coal; and this is a fact which the owners of non-paying steamships should note. Take our locomotives also. Everything I have said in regard to steamships applies to them; and the comfort to the stokers and the general reduction in labor would be very marked indeed.
