A better index of progress is the proportion of organized workers to organizable workers. Two such estimates have been made. Professor George E. Barnett figures the organizable workers in 1900 at 21,837,000; in 1910 at 30,267,000. On this basis wage earners were 3.5 percent organized in 1900 and 7 percent in 1910. Leo Wolman submits more detailed figures for 1910.
One of the grounds on which it is proposed by some Socialists to give manual labor a special and preferred place in the movement is that it is supposed to be the only numerically important non-capitalist element that is at all well organized or even organizable. Let us see, then, to what degree labor is organized and what are the characteristics of this organization.
However it may be masked, we may suspect the fundamental principle of organization to be, that the many like units forming a germ acquire those kinds and degrees of unlikeness which their respective positions entail. Take a mass of unorganized but organizable matter either the body of one of the lowest living forms, or the germ of one of the higher. Consider its circumstances.
And should the recently-asserted fact that cells may arise round vacuoles in a mass of organizable substance, be confirmed, another good example will be furnished; for such portions of substance as bound these vacant spaces are subject to influences unlike those to which other portions of the substance are subject.
