As the October vote had been the turning-point in the local popular struggle in the Territory, this adoption of the Crittenden-Montgomery substitute, by a total vote of 120 to 112 in the House of Representatives, was the culmination of the National intrigue to secure Kansas for the South.
The Republicans had "endorsed the great principle of the Kansas-Nebraska bill," they had "come to the Douglas platform in supporting the Crittenden-Montgomery bill." The compromise of 1850 embodied the principle that every people ought to have the privilege of forming and regulating their own institutions to suit themselves.
