This Germanic horde, which I saw pouring down across Belgium, bound for France, does not in retrospect seem to me a man-made, man-managed thing. It seems more like a great, orderly function of Nature; as ordained and cosmic as the tides of the sea or the sweep of a mighty wind. It is hard to believe that it was ever fashioned of thousands of separate atoms, so perfectly is it welded into a whole.
Honey and Ralph still maintained that, as the ruling sex of a man-managed world, they had the right of discovery to these women. Frank still maintained that, as a supra-human race, the flying-girls were subject to supra-human laws.
It tends to make each man-managed nation an actual or potential fighting organization, and to give us, instead of civilized peace, that "balance of power" which is like the counted time in the prize ring only a rest between combats. It leaves the weaker nations to be "conquered" and "annexed" just as they used to be; with tariffs instead of tribute.
