Cambon, accordingly, in spite of the Jacobins, retains in his bureaux all whom he can among veteran officials. If Carnot manages the war well, it is owing to his being himself an educated officer and to maintaining in their positions d'Arcon, d'Obenheim, de Grimoard, de Montalembert and Marescot, all eminent men bequeathed to him by the ancient regime.
What remains of this famous Abbey of S. Victor has rather the appearance of a fortress than a church; the walls and ramparts date from 1350, and were the work of William de Grimoard, who was prior of the monastery before he was elevated to be pope under the title of Urban V. The heavy, clumsy pile is a type of the architecture, at once military and ecclesiastical, that characterises most of the churches along the coast.
Several generals as, for instance, Grimoard and Thiebaut have prepared manuals for staff officers, and the new royal corps of France has issued several partial sets of instructions; but there is nowhere to be found a complete manual on the subject.
