Monarchies of many sorts, aristocracies, oligarchies, democracies, even communisms, have been tried; and all, save the last, have managed to hold their own with some degree of success. It is easy to bring objections against each form of government, just as it is easy to say something specious in its favor.
So long as we ignore difference, so long as we ignore individuality, and that I hold has been the common sin of all Utopias hitherto, we can make absolute statements, prescribe communisms or individualisms, and all sorts of hard theoretic arrangements.
