Every collector who consigns from his district 1,000 fardos more than in former years, shall receive for the overplus a double gratuity, but this only where the proportion of first-class leaves has not decreased. The same gratuity will be bestowed when there is no diminution in bulk, and one-third of the leaves is of first-class quality.
