Tobacco has been tried with some success, though the results do not equal those of the Canaries; there, however, the atmosphere is too dry, here it is not. Home-growth was forbidden till late years; now it is encouraged, and rate-payers contribute a small additional sum. Hitherto, however, results have not been over-favourable, because, I believe, the tobacco-beds have been unhappily placed.
No wonder that the landowners who find it difficult to work their estates at a profit should complain! Though this increase is disagreeable to the rate-payers, it does not follow that it is excessive. In all countries rates and local taxation are on the increase, and it is in the backward countries that they increase most rapidly.
