The arrangements for the administration of justice were very defective; there was no fixed form of procedure, and neither Hindu nor Mohamadan law was regularly administered. The suppression of crime was regarded as a matter of secondary importance. No trial was held; the proof rested on the Amil's report, and the punishment was left to General Perron's judgment.
