Valentinian was the son of Count Gratian, a native of Cibalis, in Pannonia, who from an obscure condition had raised himself, by matchless strength and dexterity, to the military commands of Africa and Britain; from which he retired with an ample fortune and suspicious integrity.
Constantius had declared his intention of deciding the quarrel in the fields of Cibalis, a name that would animate his troops by the remembrance of the victory, which, on the same auspicious ground, had been obtained by the arms of his father Constantine.
The first battle was fought near Cibalis, a city of Pannonia, situated on the River Save, about fifty miles above Sirmium. From the inconsiderable forces which in this important contest two such powerful monarchs brought into the field, it may be inferred that the one was suddenly provoked, and that the other was unexpectedly surprised.
