The enfranchised classes in England do drop their fists into the balance, and, as a result, we have seen the extensions of suffrage that marked the years 1832 and 1848, and the reason some classes are still unfranchised is, that the monarchy that wills their unfranchisement has, as yet, more power at command than those who would enfranchise them.
