About the middle of January, 1895, the Japanese began operations against Wei- hai-Wei, the naval stronghold on the northern coast of Shangtung, in which the remnant of China's fleet had taken refuge. Although not so strong as Port Arthur, this harbor is considered one of the keys to the Gulf of Pechihli.
