The seven-thirty notes had disappeared from the financial statement, and the bonds authorized by the Act of March 3, 1865, amounted to $958,455,700. The rate of interest on the bonds still stood at six per cent, except on the old debt of 1858 and 1860, and upon $194,567,300 of the ten-forties issued under the Act of March 3, 1864.

The various issues authorized by act of Congress were known as "seven-thirties," "ten-forties," "five-twenties," etc., these terms denoting either the rate of interest or the period of years, dating from the first issue, wherein it was optional with the Government to redeem them.
In the three months from August to December, these ten-forties were quoted as low as ninety-seven, or even for a time at ninety-six. Cooke became anxious, if not alarmed, lest the rate should fall below ninety-five, and consequently lest the subscribers should refuse to meet their obligations.
