"Yes," interrupted Oriana, "in the face of the opposing world. We established our right to self-government in 1776; and in 1861 we are prepared to prove our power to sustain that right." "You are a young enthusiast," said Harold, smiling. "This rebellion will be crushed before the flowers in that garden shall be touched with the earliest frost."

Looking back to the summer of 1861, it is with difficulty that we can believe that men were then in possession of their senses, so inconsistent was their conduct. The Rebels were at least as sensitive on the subject of their military character as they were on that of slavery; and yet, while we could not be sufficiently servile on the latter subject, we acted most offensively on the former.

They finished an edifice of 30 x 40 feet, a convenient chapel, which was dedicated February 5, 1862. A sermon by Rev. L. C. Pattengill, prayer of dedication by Rev. Wm. Even were we to admit that 1861 is the same thing as 1866, the question comes back again to precisely the point that is at issue between the President and Congress, namely, What is the wisest way of restoring the Union? for which both profess themselves equally anxious.

On October 31, 1861, a convention was signed in London, whereby the contracting parties pledged themselves to enforce the execution of former treaties with Mexico, and to protect the interests of their citizens.* To this, as a pure matter of form, the United States was invited to subscribe.

Of his life previous to the breaking out of the war we have no information. When the Pennsylvania Reserves were organized in 1861, he was commissioned first lieutenant Company B, of the Tenth. December 10, 1862, he was promoted to captain. At Bethesda Church, May 30, 1864, he was wounded in the knee by a grapeshot.

Louis, at once issued the following savage proclamation of retaliation: "HEADQUARTERS FIRST MILITARY DISTRICT, M. S. G. 'St. Louis, August 31, 1861.
