In 1864 he was elected to represent the Seventeenth District of Pennsylvania in the Thirty-Ninth Congress. He was succeeded in the Fortieth Congress by Daniel J. Morrell. PORTUS BAXTER was born in Brownington, Vermont. He received a liberal education, and engaged in mercantile and agricultural pursuits. In 1852 and 1856 he was a Presidential Elector.
