The Americans claimed the right of free statehood as a part of the universal rights of man, but they claimed the right of self-government because they were Englishmen trained by generations of experience in the art of self-government and so capable of exercising the art. A state is not less or more a free state because it has self-government.

Oklahoma will answer the cry. What an outrage is perpetrated by this Rum-soaked government in not allowing us to have statehood! There is a cause and the people will find it out Republicans know, that, when we do get statehood their allies the Trusts will not be allowed to rob us and that we will not be at their mercy and their appointees.

I urge the Congress to move promptly in this direction and also to revise District revenue measures to provide needed public works improvements. The people of Hawaii are ready for statehood. I renew my request for this legislation in order that Hawaii may elect its State officials and its representatives in Washington along with the rest of the country this fall.

The marvelous progress of the upper Mississippi Valley is briefly told by a succession of dates. In 1838 Iowa was organized as a Territory; in 1846 it was admitted as a State; in 1848 Wisconsin was granted statehood; and in 1849 Minnesota was given territorial organization with boundaries extending westward to the Missouri.

I believe that the demand for citizenship is just, and that it is amply earned by sustained loyalty on the part of the inhabitants of the island. But it should be remembered that the demand must be, and in the minds of most Porto Ricans is, entirely disassociated from any thought of statehood.

The "metaphysics" of the subject did not disturb him. If the Senate would not pass his statehood bill, he was for the Walker amendment. A fearful responsibility rested upon Congress. Statehood was being agitated and a letter was read from Miss Susan B. Anthony, honorary president of the National Association, which said: "No stone should be left unturned to secure suffrage for the women while Oklahoma is yet a Territory, for if it comes into the Union without this in its constitution it will take a long time and a great deal of hard work to convert over one-half of the men to vote for it."
