Although we were very weary, and the air was intensely close, Singapore being only about seventy-five miles from the Equator, we spent most of that night and of several others in company with a Christian friend and interpreter, in the worst parts of the city; and this, with visits to various regions during the day, gave us a pretty clear understanding of the situation as to the matter of enforcement or non-enforcement of the Protective Ordinance.

It shall secure and distribute literature for the aggressive work of the Federation. Sec. 5. The fourth Vice-President shall be chairman of the Law Enforcement Committee. This committee shall report to the Federation the non-enforcement of all statutes, suggesting means to secure the enforcement of such statutes.

From all over the Commonwealth came letters of cheer and sympathy, especially from the mothers whose sons in Boston were tempted beyond measure because of the non-enforcement of law. To these, and to the law-loving editors of the newspaper press, the statesman afterwards returned his hearty thanks. Carleton was a man ever open to conviction. To him, truth had no stereotyped forms.

A further very dark fact was that many of the men responsible for putting the law on the statute-books in order to please one element of their constituents, also connived at or even profited by the corrupt and partial non-enforcement of the law in order to please another set of their constituents, or to secure profit for themselves.

Such a declaration perhaps caused some disuse of the method for a time, but it was revived in the second third of the eighteenth century. Popular feeling still arrayed itself against the witch. If the increasing use of the swimming ordeal was the answer to the non-enforcement of the Jacobean statute, it was the answer of the ignorant classes. Their influence was bound to diminish.

The most powerful saloon-keepers controlled the politicians and the police, while the latter in turn terrorized and blackmailed all the other saloon-keepers. It was not a case of non-enforcement of the law. The law was very actively enforced, but it was enforced with corrupt discrimination.

The miners had already tired of the semi-military phase of their government, and had met and adopted a state constitution. Our great cities of the East are practically all governed, so far as they are governed at all, by civic leagues, civic federations, citizens' leagues, business men's associations all protests at non-enforcement of the law.

The Japanese demands included the non-enforcement of communistic principles in the Republic against Japanese, the prohibition of Bolshevist propaganda, the abolition of menacing military establishments, the adoption of the principle of the open door in Siberia, and the removal of industrial restrictions on foreigners.

But the propertied classes did not mind wordy criticism so long as it was not backed by political action. In other words, they could afford to tolerate, even be amused by, gusty denunciation if neither the laws were changed, nor the particular enforcement or non-enforcement which they demanded. The essential thing with them was to continue conditions by which they could keep on defrauding.

Owing, however, to the obstacles raised by taxation and the non-enforcement by England of the transit-pass system, trade has been diverted to other channels, such as the Pakhoi-Nanning route, and later to the Tonquin route, the French having insisted on the effective carrying out of the transit-pass system via Mengtse.
