The Order of the Garter is thus acknowledged by the duke: "We have to-day received from our much honoured seigneur and brother, the king of England, his Order of the Garter together with the mantle and other ornaments and things appertaining to the said Order and have ... taken the oath according to the statutes of the Order.

Notwithstanding the severity of this and other statutes, the fraternity prospered amid the distresses of the country, and received large accessions from among those whom famine, oppression, or the sword of war had deprived of the ordinary means of subsistence.

The cathedral statutes show that between the years 1244-1247 Bishop Ralph Neville was much concerned about a "stone tower" which he wished to see completed. They tell us, too, that the same bishop had himself expended one hundred and thirty marks upon the fabric, and that his executors, besides releasing a debt of £60 due to him and spent on the bell-tower, gave £140 to the fabric of the church.

Indeed, penal statutes against the Catholics were fearfully multiplied. No Catholic was permitted to appear at court, or live in London, or within ten miles of it, or remove, on any occasion, more than five miles from his home, without especial license.

Over these arguments, which in truth can scarcely have imposed on those who condescended to use them, Montague obtained a complete and easy victory. "An eternal law! Where was this eternal law before the reign of Edward the Sixth? Where is it now, except in statutes which relate only to one very small class of offences.
