In the campaign of 1888, business men who believed that the success of Cleveland would hurt their interests, and manufacturers who profited directly by the protective tariff rallied to the defence of Harrison and contributed heavily to his campaign fund.

But he dropped the condemnation expressed in 1814 and the doubts uttered in 1820 as to the theory that it was within the direct power of Congress to enact a protective tariff, and assumed that they had this right as one of the general powers in the Constitution, or that at all events they had exercised it, and that therefore the question was henceforward to be considered as res adjudicata.

Compared with modern warfare, which is unabated scientific extermination, mediæval warfare was often of the nature of a mild adventure. The size of the opposing forces was very small even compared with the scanty population. The chief weapons were lances, swords, long-bows, and cross-bows, but protective armour was worn.

In the matter of attack and defence, vessels are distinguished by the number and weight of the guns they carry, and by the distribution and thickness of their armour. Protective armour is of two kinds, that which surrounds the guns, so as to protect them from the enemy’s fire, and that which protects the motive-power of the ship, so as to prevent the engines from being rendered useless.

To this policy we are all, of whatever party, firmly bound by the voice of the people a power vastly more potential than the expression of any political platform. The paramount duty of Congress is to stop deficiencies by the restoration of that protective legislation which has always been the firmest prop of the Treasury.

More and more uneasy he grew, more sure that the expedition to which he was pledged was not strictly "on the square." Not that Billy Gaston was afraid. The thrill of excitement burned along his veins and filled him with a fine elation whenever he thought of the great adventure, and he gave his pocket a protective slap where the "ten bones" still reposed intact.

The presiding officer asked the routine question: "Is the prisoner represented by counsel?" Blane, the dapper little prosecutor, arose quickly. "The prisoner is a pariah, Sir Magistrate." "Very well. The court will accept the protective function for the prisoner. You may proceed." I'll be judge, I'll be jury. And prosecution and defense. It made for a lot less trouble.

Usually, however, other leaves are present which are only indirectly concerned with the reproductive process, acting as protective organs for the sporophylls or forming an attractive envelope. The insect, &c., is attracted by the colour and scent of the flower, and frequently also by honey which is secreted in some part of the flower. Stamen and pollen.

Calhoun concludes his Exposition by bringing forward his remedy for the frightful evils which he had conjured up. That remedy, of course, was nullification. The State of South Carolina, after giving due warning, must declare the protective acts "null and void" in the State of South Carolina after a certain date; and then, unless Congress repealed them in time, refuse obedience to them.

In the olden and golden days of primitive man, before corporation lawyers had learned how to frame pillaging statutes, and rascally politicians to bamboozle confiding constituencies thus I used to put it the gentle pirates of Tarifa laid broad and deep the foundations for the Protective System in the United States. It was a fruitful as well as a congenial theme, and I rang all the changes on it.
