Though the desire for reciprocity with the United States was exploited politically more by the Liberals or low-tariff party than by the Conservatives the high-tariff party both had repeatedly sent official and unofficial emissaries to Washington seeking tariff concessions. Tariff concessions were a plank in the Liberal platform from the days of Alexander MacKenzie.

The positions of the two political parties on the tariff were not sharply defined during the ten years immediately following the war. The Democrats seemed naturally destined for the role of revisionists because of their party traditions, their support in the South ordinarily a strong, low-tariff section and because they were out of power when high tariffs were enacted.

The original Fielding tariff of 1897 had adopted the minimum and maximum principle, with the intention that a few low-tariff countries should share with Great Britain the advantages of the lower rates. Belgium and Holland, both low-tariff countries, received many of the same concessions, and in the same year a special convention was made with Italy.
