In 1912, stimulated by a dispute on the Illinois Central Railroad and on the Harriman lines in general, involving the issue of system federations, a Federation of System Federations was formed by forty systems upon an aggressive program. In 1908 a weak and rather tentative Railway Employes' Department had been launched by the American Federation of Labor.

From the very dawn of history until the first beginnings of mechanism in the eighteenth century, this simple scheme of orders was the universal organization of all but savage humanity, and the chief substance of history until these later years has been in essence the perpetual endeavour of specific social systems of this type to attain in every region the locally suitable permanent form, in face of those two inveterate enemies of human stability, innovation, and that secular increase in population that security permits.

Vogt's answer was entitled "Collier Faith and Science." New Systems: Trendelenburg, Fechner, Lotze, and Hartmann%. The speculative impulse, especially in the soul of the German people, is ineradicable.

If moralists or political theorists find much to condemn in the ends to which British policy was directed, they must admit that the qualities displayed were not such as can belong to a simply corrupt and mean-spirited government. One obvious remark is that, on the whole, the system was a very good one as systems go. It allowed free play to the effective political forces.

The most illiterate among us have derived many and inestimable advantages from our systems of public instruction. Occasionally persons are found among us who can neither read nor write. But even such persons insensibly imbibe ideas and moral influences from the more cultivated society about them which, in countries less favored, are denied to multitudes.

The widespread belief that sundry faculties, physical, mental, and moral, admit of being cultivated and ought to be cultivated in the schoolroom a belief which is ever affirming itself against the educational systems and practices that are ever giving it the lie may surely be construed into an admission that my primary truism is at least a truth.

Darwin believes that those resemblances and differences upon which our natural systems or classifications of animals and plants are based, are resemblances and differences which have been produced genetically, but we can discover no reason for supposing that he denies the existence of natural classifications of other kinds.

The ocean was a stately procession of moving mountains. A third of a mile across yawned the valleys between the great waves. Their long slopes, shielded somewhat from the full fury of the wind, were broken by systems of smaller whitecapping waves, but from the high crests of the big waves themselves the wind tore the whitecaps in the forming.

Though all these systems recognize the sin and misery of the world, and carry their estimate of them to the length of downright pessimism, they have discovered no eye that could pity and no arm that could bring salvation.

They were not intended as symbols è cathedrâ but as the expression of individual minds; and individuals, feeling strongly, while on the one hand, they are incidentally faulty in mode or language, are still peculiarly effective. No great work was done by a system; whereas systems rise out of individual exertions. Luther was an individual.
