To the south of Terra Firma the Viceroyalty of Peru extended itself, bordered on the south by the Province of Chile; while to the east, occupying the remainder of the Continent as far as the Brazilian frontier, and stretching over the fertile plains to the south, was the great Province of Paraguay, which included the territories now contained in Argentina, Uruguay, Paraguay, and part of Bolivia.

In a word, Peru is almost at the end of her resources; and the Government is ready to come to terms, allowing us to keep the territory we have newly acquired along the sea-coast, namely, that strip of land reaching, roughly, from Papos to Arica. So far, so good. A small portion of that territory, however, belonged to Bolivia, which is, as you know, the ally of Peru.

As they have no heating stoves it is very uncomfortable to sit quiet. The farmers of Bolivia live in little villages as a rule and know but little of the comforts of life. Their houses are built of mud and both people and animals often live in the same room. Their farms have to be irrigated and the people are skilled in this work. The plows used are wooden sticks and generally pulled by oxen.

The Bolivian plateau is one vast mineral bed abounding in rich mines of copper, tin, silver, and gold. In Bolivia alone there are upward of two thousand silver mines; while some of the richest tin mines in the world are found here. Lodes of pure tin several feet in width have been followed down six hundred feet.
