On December 27 Antonio Luna wrote that all the provinces of Luzón, Mindoro, Marinduque, Masbate, and Ticao, Romblón, part of Panay, the Batanes, and Babuyanes Islands were under the jurisdiction of the insurgent government. By October 7, 1898, 14 of the 36 provinces and districts into which Luzón had been divided by the Spanish government had civil governors.

It covers fourteen and one-half degrees of latitude, and extends from the Sulu Islands in the south, in the fifth parallel of north latitude, to the Babuyans in the north in latitude 19° 30'. If, however, the Bashee or Batanes Islands be included, its area may be said to extend to the twenty-first parallel of north latitude.

This is also deduced from the fragments still remaining of the first constitution, or mode of government introduced in the Batanes Islands and missions of Cagayan, administered by the Dominican friars in a spiritual and temporal manner; as well as from what may frequently be observed in the other provinces, by any one who bestows the smallest attention.

To the arsenal of Cavite there is a daily post, excepting on Sundays; and to the islands of Visayas, the Marianas, and Batanes, the correspondence is forwarded by the first ships bound for any of those places, as they are obliged to give notice to the postmaster two days before starting for them.

This form of government spread with the advance of Aguinaldo's arms. Municipal elections were held in Tarlac in July, in Ilocos Norte and Tayabas in August, in Benguet and the Batanes Islands in September, 1898, in Panay in December, 1898, and in Leyte and Samar in January, 1899.

If Japan, as has Formosa, had an early Malayan culture, as will probably be proved in due time, one should not be surprised to find old rice terraces in the mountains of Batanes Islands and the Loo Choo Islands which lie between Luzon and Japan. Building the sementera

While I was busy making a careful drawing of the BATANES, Cayley's pony was as much alarmed by the rushing waters as had been Sancho Panza. In his endeavours to picket the animal, my friend dropped a pistol which I had lent him to practise with, although he carried a revolver of his own. The skulls are remarkable from their great size, some of them being reported as extraordinary in this respect. The wide extent of the twenty-seven provinces of which they are composed, scattered, as they are, through the great space comprehended between the southern part of Mindanao, and the almost desert islands known by the name of Batanes and Babuyanes, to the north of that of Luzon, presents almost insurmountable obstacles, and in some measure affords an excuse for the omission.
