The temperature of the water of the spring, at eight o'clock in the forenoon, was 27.7°; of the atmosphere, 28.7°; of the sea-water, 31.2°C. The spring is used by the women to dye their sarongs. These extremely delicate and rare little animals, which belong to the class of semi-apes, are, as I was assured in Luzon and Leyte, to be found only in Samar, and live exclusively on charcoal.

Two years! a swift, restless dream aglow with exotic colour, echoing with laughter and bugle-call and the noise of the surf on Samar rocks a dream through which stirred the rustle of strange brocades and the whisper of breezes blowing over the grasses of Leyte; and the light, dry report of rifles, and the shuffle of bare feet in darkened bungalows, and the whisper of dawn in Manila town.

Only in the islands of Leyte and Samar is the authority of our Government resisted and this by wild mountain tribes under the superstitious inspiration of fakirs and pseudo-religions leaders.

These discussions, conducted at great distances, all took place in one day. General MacArthur immediately informed the Joint Chiefs of Staff here in Washington that he was prepared to initiate plans for an attack on Leyte in October. Approval of the change in plan was given on the same day.

There is still hard fighting ahead costly fighting. But the liberation of the Philippines will mean that Japan has been largely cut off from her conquests in the East Indies. The landing of our troops on Leyte was the largest amphibious operation thus far conducted in the Pacific.

The town of Cebu is the most ancient in the Philippines; it is the seat of government of the Visayan Islands, which include Cebu, Bohol, Panay, Negros, and Leyte, and it is the residence of a bishop.

This form of government spread with the advance of Aguinaldo's arms. Municipal elections were held in Tarlac in July, in Ilocos Norte and Tayabas in August, in Benguet and the Batanes Islands in September, 1898, in Panay in December, 1898, and in Leyte and Samar in January, 1899.

The policy of the insular government as to the treatment of individual Filipinos had been recognized and indorsed by Americans generally, but many of the objections to the use of the troops, including the heavy expense involved, still existed and I affirm without fear of successful contradiction that had it been possible to place in Samar and Leyte a number of constabulary soldiers equal to that of the scouts and American troops actually employed, disorder would have been terminated much more quickly and at very greatly less cost.
