They are sold by the cavan, weighing nearly a pecul, if of good quality, at about two dollars per cavan. Pitch, or tar, is brought from Tayabas to Manilla, in boxes or baskets, and is employed, I believe, principally by the shipwrights there, in the prosecution of their business. Some of the natives also use it for making torches, it being cheaper than oil.

This form of government spread with the advance of Aguinaldo's arms. Municipal elections were held in Tarlac in July, in Ilocos Norte and Tayabas in August, in Benguet and the Batanes Islands in September, 1898, in Panay in December, 1898, and in Leyte and Samar in January, 1899.

The reason is, as has been frequently shown, that up to the present time plantations, and consequently proper settlers, have been wanting. Formerly Naga was the principal town of the whole of that district of Luzon lying to the east of Tayabas, which, on account of the increased population, was divided into the three provinces of North and South Camarines and Albay.

Wheat is grown in the provinces of Ylocos, Tayabas, and the Laguna, but is seldom or never more than enough to supply the wants of the European population, none of it being exported; and the import of foreign wheat is prohibited, although it is frequently conceded to the bakers, on their memorialising the Governor, and showing that the prices at the time of their doing so are excessively high.

There he affiliated himself with a few ex-Insurgent officers who had turned outlaws instead of surrendering, and with oath violators, and began the same kind of political operations which he had carried out in Tayabas, the principal feature of his work being the collection of "contributions."

"The boy fled like one accursed," Elias went on. "He fled from town to town by mountain and valley. When he thought that he had reached a place where he was not known, he hired himself out as a laborer in the house of a rich man in the province of Tayabas.

"In partial reply to your letter of the 5th instant I have the honor to inform you that the Commanding General, Department of Southern Luzon, reports but one province, Tayabas, as ready at the present time for civil government.

It is bounded on the north by the Tayabas Sea, on the south by the Visayas Sea, on the east by the Sea of Masbate, and on the west by the Sea of Mindoro. The area is 813 square miles, and the population 38,633, distributed among 13 barrios and 3 rancherias of infieles. The capital is Romblon, with a population of 6,764.

Tayabas and Laguna are provinces from which most of it comes to Manilla, but this it does by very small lots at a time, and generally uncleaned, which the provincial traders have to do here. The quality of most of that grown at these places is fully equal to that of Java, from which, however, it differs a good deal in flavour.
