Agreements have been concluded since March 4, 1889, involving the cession to the United States of about 14,726,000 acres of land. These contracts have, as required by law, been submitted to Congress for ratification and for the appropriations necessary to carry them into effect.

The deaths in the last of the ten years were 320,194, being 1 to each 72.6, or 10 to each 726 of the inhabitants; this return is, however, supposed to involve an error, as the mortality is less in proportion than in the most favoured parts of Europe; whereas the reverse is generally considered to be the fact. In the same year, 1467 slaves were manumitted, and 1011 escaped.

It stands about 230 miles northeast of Kandahar on the road to Kabul; it is literally "founded upon a rock" at an elevation of 7,726 feet, and its base is 280 feet above the adjacent plain.

Only 2,726 were accepted, being 52.7 per cent, of those who were examined, and less than 17 per cent., or about one-sixth, of all who offered themselves as candidates for the army, in that year. In time of peace, the character of the men who desire to become soldiers differs with the degree of public prosperity.

EXISTING PROVISIONS FOR EDUCATION. Of the seventeen millions of persons in the United States, according to the last census, =3,726,080= one in five of the entire population were free white children between the ages of five and fifteen years. This is the lowest estimate I have ever known made of the ages between which children should regularly attend school.

From a report upon the condition of the business before the American and Mexican Joint Claims Commission, made by the agent on the part of the United States, and dated October 28, 1874, it appears that of the 1,017 claims filed on the part of citizens of the United States, 483 had been finally decided and 75 were in the hands of the umpire, leaving 462 to be disposed of; and of the 998 claims filed against the United States, 726 had been finally decided, I was before the umpire, and 271 remained to be disposed of.

Of the existing islands, some were thrown up shortly before the beginning of the Christian era; in particular, one called the Great Cammeni, which, however, received a considerable accession to its size by a fresh eruption in A. D. 726.

In 1902 both had about doubled their numbers these read: men, 313,592; women, 15,509. By 1908, however, while there were then of men, 363,761, the women had diminished to 10,698. Since then, we have to note a marked change, beginning with 1910, and continuing ever since. In 1913 the unionized men reached 568,726, and the women 78,522.
