It was stipulated by him and hastily taken for granted by the Governments of the Allied States that these concessions, together with those which Serbia and Roumania were expected to make, would move Bulgaria to follow Russia's lead and enter the arena by the side of the Allies.

For besides the official position I held in Athens during the entire course of both Balkan wars I visited the Balkan states in June and was accorded the privilege of discussing the then pending crisis with the prime ministers of Roumania, Servia, and Bulgaria.

The faces of some thirty delegates, interrupted in their meal, were turned, with varying expressions, upon the new-comers. Lord John Lester sprang to his feet, with an impatient cry of "At last!" which was, however, drowned by the ecstatic croon of Mademoiselle the delegate for Roumania, "Ah! mon Dieu! Nous sommes sauvés!

Thirty-five years ago, the impulse which has since been organized as the Zionist Movement led my parents to leave their homes in Roumania and emigrate to Palestine, where they joined a number of other Jewish pioneers in founding Zicron-Jacob a little village lying just south of Mount Carmel, in that fertile coastal region close to the ancient Plains of Armageddon.

When he met with a sudden death while hunting, Zalika, being next of kin, fell heir to his large possessions. As soon as she entered into possession, she began at once to plan how she could get her son. You know that part of the story. I still believe that had this plan been carried out it would have led to a real linking of Roumania to the Monarchy, that the notification would have met with no opposition, and consequently the outbreak of war would have found us very differently situated. Unfortunately the plan failed at its very first stage owing to Tisza's strong and obstinate resistance.

As a result of this Congress, the principalities of Roumania, Servia, and Bulgaria were formed, but the Turk was allowed to remain in Europe. The bloody war of 1912-1913 between Turkey and the allied armies of Bulgaria, Servia, Montenegro, and Greece was the result of this mistake.
