When the war with Russia ended, Baron Takaki, Surgeon-General of the Japanese Army, boasted that whereas in the Spanish-America War "fourteen men died from preventable diseases to one man killed on the field of battle," the Japanese had lost only one man from disease to every four from bullets.
So said the Japanese sanitary officers in the war with Russia; and when the struggle ended Surgeon-General Takaki was able to boast in his official report: "In the Spanish-American War fourteen men died from disease to one from bullets. We have established a record of four deaths from disease to one from bullets."
