If the Ruman and South Slavonic populations at present included in the complexus of Austria-Hungary are freed from their imprisonment and united with the Serbian and Rumanian national states, Bulgaria may conceivably recover from the latter those Bulgarian lands which the Treaty of Bucarest made over to them in central Macedonia and the Dobrudja, while it would be still more feasible to oust the Turk again from Adrianople, where he slipped back in the hour of Bulgaria's prostration and has succeeded in maintaining himself ever since.

The counter-strokes of their armies met with success, and the intervention of Rumania made Bulgaria's discomfiture certain. The results of the one month's war were registered in the Treaty of Bucarest. Many of its provisions were unhappily, though naturally, inspired by the spirit of revenge; but the Greek premier, at any rate, showed a statesmanlike self-restraint in the negotiations.

Bulgaria's attitude underwent no momentous change during the interval that elapsed between the outbreak of the war and the close of the first year.

It was Ferdinand, too, who thwarted Russia's peace-making efforts, refused to send delegates to the tribunal of arbitration in Petrograd, and ordered the treacherous attack on the Serbs and the Greeks which culminated in Bulgaria's forfeiting some of the principal fruits of her heroic military exertions. General Fitcheff has since become Minister of War.

The Allies have already been constrained by tyrannous circumstance to entertain important exceptions to their principle of nationality which was invoked against Italy's claim to Dalmatia, and in their own best interests they might have compromised on the subject of Bulgaria's claims to Macedonia, and of Roumania's pretensions to annex certain of the disputed territories inhabited by Serbs and Ruthenians.

None the less Bulgaria's friendship with the Central Empires was not openly manifested until the financial transaction was concluded between them which made Bulgaria the creditor of Austria-Hungary shortly before the outbreak of the war. Economically, Bulgaria, like her neighbours, had long been a tributary of the Central Empires.

If we take Beersheba for Turkey, Sheria and Hareira for Bulgaria and Austria, and Gaza for Germany, we get the exact progress of events in the final stage, except that Bulgaria's submission was an intelligent anticipation of the laying down of their arms by the Turks. Gaza-Beersheba was a rolling up from our right to left; so was the ending of the Hun alliance.

It is believed that the Czar recalled him partly because of the obvious failure of a hectoring policy, but also owing to the growing restlessness of Austria-Hungary, England, and Italy at Russia's treatment of Bulgaria. For several months European diplomacy turned on the question of Bulgaria's independence; and here Russia could not yet count on a French alliance.

Equity demanded that the new conditions which had arisen and which had entirely altered the situation should be given consideration and that Bulgaria should not expect the preliminary agreement to be carried out. Now, from the outbreak of hostilities Bulgaria's foreign affairs, in which King Ferdinand was supposed to be supreme, were really controlled by the prime minister, Dr. Daneff.

To add to Bulgaria's troubles, the Turks, taking advantage of the discord among their late opponents, suddenly attacked the Bulgarians in the rear and stole back the city of Adrianople, which had cost the Bulgarians so much trouble to capture. In the meantime, Roumania, which up to this point had had no part in any of the fighting, saw all of her neighbors growing larger at the expense of Turkey.
