The primitive man of Teutonism is revolting by his purposeless brutality, by a love of evil that only gives him skill and strength in the service of hatred and injury. The Cymric hero on the other hand, even in his wildest flights, seems possessed by habits of kindness and a warm sympathy with the weakv. Sympathy indeed is one of the deepest feelings among the Celtic peoples.

Few careful students of European politics will now deny that the struggle between the forces for which Teutonism stands and those on which the social ordering of the rest of Europe is based was inaugurated long ago, that the ground was then cleared for the new politico-social structure, or that the dissolution of our "effete, drowsy States, saturated with wealth and honeycombed with hypocrisies," was carefully planned and taken in hand with scientific precision.

But through all there is, hazy but not hypocritical, this sense of some common Teutonism. Professor Haeckel, another of the witnesses raised up against us, attained to some celebrity at one time through proving the remarkable resemblance between two different things by printing duplicate pictures of the same thing.

But deeper than any such practical reply, lies the deep inconsistency of the parable. It is simply this; that if Teutonism be used for comprehension it cannot be used for conquest. If all intelligent peoples are Germans, then Prussians are only the least intelligent Germans.

It was probably at this time that there was laid the foundation of that dislike for the city of Berlin which Bismarck never quite overcame; and from his earliest years he was prejudiced against the exaggerated and affected Teutonism which was the fashion after the great war.
