"And thus it was that I brought up my dear nephew, as I still continued to call him, in my own way that is to say, to eat what was given him, to do what was told him, to go where I allowed him, and to have as much liberty as I thought good for him; to listen when his elders were speaking, to be diligent in his lessons, early in his hours of rising and going to bed, and regular in all his habits.

Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public's dollars will be held to account to spend wisely, reform bad habits, and do our business in the light of day because only then can we restore the vital trust between a people and their government.

This statement, of course, does not hold good concerning a large number of children in every crowded city quarter who may be classed as degenerates, the children of careless or dissolute mothers who fall into all sorts of degenerate habits and associations before childhood is passed, who cannot be said to have "gone wrong" at any one moment because they have never been in the right path even of innocent childhood; but the statement is sound concerning thousands of girls who go to and from work every day with crowds of young men who meet them again and again in the occasional evening pleasures of the more decent dance halls or on a Sunday afternoon in the parks.

To be convinced of its residence there, we need not perhaps have studied so closely the habits of this royal republic.

Much of what has been written of the hospitality of the Arabs, if true of any portion of them, is hardly true of those tribes which frequent the Atlantic coast, where the practice of wrecking would seem to have produced the same effect, on their habits and morals that it is known to produce elsewhere.
