Never in the history of the world was there so signal an example of that true statesmanship, which, at once animating and gently curbing the honest enthusiasm of millions, guides it safely and steadily to a happy goal. It is not strange, that when men are refused what is reasonable, they should demand what is unreasonable.

The kindly but changeable Wieland, not really one of the dii majores, but so regarded at the time, had lived there since 1772; Herder, much more nobly endowed, but less amiable and less popular, since 1776. At the time of Schiller's advent Goethe was still in Italy, whither he had gone the previous autumn to find relief from the miseries of duodecimo statesmanship.

It seems to me a clear dictate of prudent statesmanship and frank finance that in what we are now, I hope, about to undertake we should pay as we go. The people of the country are entitled to know just what burdens of taxation they are to carry, and to know from the outset, now. The new bills should be paid by internal taxation. To what sources, then, shall we turn?

The former considered humanity as a balloonist surveys a throng, immediately and without perspective, but the latter always sees mankind through the frame of his family. A single man tends naturally to philosophy and reform; a married man to administration and statesmanship. There have been no great unmarried statesmen; there have been no great married philosophers or reformers.

Above all they were a group of gentlemen of substance and honour, who could debate for four months during the depressing weather of a hot summer without losing their tempers, except momentarily and this despite vital differences and who showed that genius for toleration and reconciliation of conflicting views inspired by a common fidelity to a great objective that is the highest mark of statesmanship.

Philip and Granvelle were right in their estimate of the advantage to be derived from the Prince's death, in believing that an assassin's hand could achieve more than all the wiles which Spanish or Italian statesmanship could teach, or all the armies which Spain or Italy could muster.

The French emperor did not know the strength of Russian feeling, the great revolutionist was ignorant of the Europe he had unconsciously regenerated. If he blundered as a strategist in not confessing defeat at Smolensk, he behaved like a tyro in statesmanship when he courted an overthrow at Moscow.

In the Napoleonic Wars the countries were equally exhausted, but the revolutionary spirit had spent its force in the country of its birth, and Germany had satisfied the legitimate popular demands for the time being by a series of economic changes which were inspired by courage, foresight and high statesmanship.

A conservation which results in a stalemate as between the forces of progress and governmental inertia is criminal, while a conservation that is based on the fuller, the more essential use of a resource is statesmanship. To know what we have and what we can do with it and what we should not do with it, also! is a policy of wisdom, a policy of lasting progress.

A question which is one of the most difficult of all the problems of social institution, political economy, and statesmanship they treat with unreasoning intemperance of thought and language. Extremes beget extremes. Violent attack from the North finds its inevitable consequence in the growth of a spirit of angry defiance at the South.
