I have already observed that universal suffrage has been adopted in all the states of the Union: it consequently occurs among different populations which occupy very different positions in the scale of society.

And talking about the difficulty of sorting out mixed populations, or of dealing with small colonies of one race embedded in the midst of another race, it is evident that once you get rid of autocratic or military or class-government of any kind, and return to democratic forms, this difficulty will be much reduced or disappear.

How firmly was a belief in witchcraft held by whole populations for a generation! My grandfather believed in it, and in spooks and hobgoblins. The belief in alchemy still prevails that the baser metals, by the aid of the philosopher's stone, can be transmuted into gold and silver. Quite recently there was a school in a large town in California for teaching alchemy.

Louis, they were not magnificent, perhaps; not palaces; but to the great majority of those populations, and to the entire populations spread over both banks between Baton Rouge and St. Louis, they were palaces; they tallied with the citizen's dream of what magnificence was, and satisfied it.

Historians of New France have been at pains to explain why the colony ultimately succumbed to the combined attacks of New England by land and of Old England by sea. For a full century New France had as its next-door neighbor a group of English colonies whose combined populations outnumbered her own at a ratio of about fifteen to one.

Out of the primitive conditions of nomadic and pastoral life, under the leadership of tribal elders who were both priests and warriors, they gradually passed, after many vicissitudes of peace and war, into more settled forms of agricultural life and developed into distinct and separate polities of varying vitality, but still united by the bond of common religious and social institutions in the face of the indigenous populations whom they drove before them, or reduced into subjection and slowly assimilated as they moved down towards and into the Gangetic plain.

Funds are provided in the new budget to do just this. This is almost 10 times 10 times the average rate of the past 10 years. Our cities and our towns are being pressed for funds to meet the needs of their growing populations. So I believe an urban development bank should be created by the Congress.
