An independent Polish state with populations undoubtedly Polish to be founded as a neutral State with a free and secure outlet to the sea and whose integrity is to be guaranteed by international accords. In reality a Polish state has been formed with populations undoubtedly non-Polish, having a markedly military character and aiming at further expansion in Ukranian and German territory.
