It is by this partition of cares, descending in gradation from general to particular, that the mass of human affairs may be best managed, for the good and prosperity of all. I repeat, that I do not charge the judges with wilful and ill-intentioned error; but honest error must be arrested, where its toleration leads to public ruin.

Their costliness is an advantage to those who can afford the expense by excluding a multitude of competitors; and anything, however noxious, is cherished as having a conservative tendency if it limits the access to Parliament to rich men. This is a rooted feeling among our legislators of both political parties, and is about the only point on which I believe them to be really ill-intentioned.

And probably nothing could have appeared to many of its privileged persons more idle and ridiculous, or to others of them more offensive and ill-intentioned, than a remonstrance founded on a warning of such a consequence. Section IV.

Harriet Payne's eyes were fixed upon Rosmore. She watched him, and looked no more at Crosby. "Failing in these endeavours, you made other schemes," Crosby went on. "Having taken a servant girl from Lenfield, you make use of her. She was an honest girl, I believe, not ill-intentioned towards me, but in your hands she was as clay.

It was found recorded on each occasion that: "Whereas the States had been troubled by divers ill-intentioned persons pretending to have received revelations from another World, and professing to produce demonstrations whereby they had instigated to frenzy both themselves and others, it had been for this cause unanimously resolved by the Grand Council that on the first day of each millenary, special injunctions be sent to the Prefects in the several districts of Flatland, to make strict search for such misguided persons, and without formality of mathematical examination, to destroy all such as were Isosceles of any degree, to scourge and imprison any regular Triangle, to cause any Square or Pentagon to be sent to the district Asylum, and to arrest any one of higher rank, sending him straightway to the Capital to be examined and judged by the Council."

Many peasants still believed that the proprietors were hiding the real Emancipation Law, and imaginative or ill-intentioned persons fostered this belief by professing to know what the real law contained. The most absurd rumours were afloat, and whole villages sometimes acted upon them.

It reproaches the operatives that in sustaining the Ten Hours' Bill they thought, not of the children only, but of themselves as well; it calls the working-men engaged in the agitation demagogues, ill-intentioned, malicious, etc., is written, in short, on the side of the bourgeoisie; and still it cannot whitewash the manufacturers, and still it leaves such a mass of infamies upon the shoulders of the employers, that even after this report, the agitation for the Ten Hours' Bill, the hatred against the manufacturers, and the committee's severest epithets applied to them are all fully justified.

Their costliness is an advantage to those who can afford the expense by excluding a multitude of competitors; and any thing, however noxious, is cherished as having a conservative tendency, if it limits the access to Parliament to rich men. This is a rooted feeling among our legislators of both political parties, and is almost the only point on which I believe them to be really ill-intentioned.

The truth of the matter is that Marshall's decision has been condemned by ill-informed or ill-intentioned critics for evils which are much more simply and much more adequately explained by general human cupidity and by the power inherent in capital. These are evils which have been experienced quite as fully in other countries which never heard of the "obligation of contracts" clause.
