In Germany the last fresh air was used during the Thirty Years' War, and there has since been no demand for any. Austria has no fresh air at all never did have any, and therefore has never felt the need of having any. Italy the northern part of it anyhow is also reasonably shy of this commodity. In the German-speaking countries all street cars and all railway trains sail with battened hatches.

Even the savage Slavs have profited by our former disunion, and the Russian autocracy not only rules millions of German-speaking subjects, but threatens our frontiers with its great numbers of barbarians, and exercises over the Balkan Peninsula, and therefore over the all-important position of Constantinople, a power very dangerous to European culture as a whole, and particularly to our own culture which is, of course, by far the highest culture of all.

Two years later Prussia suddenly turned upon Austria, her ally, defeated her in a very short campaign, and insisted upon Austria's relinquishing for the future all claims over any part of the German-speaking peoples, save some ten millions in the valley of the Middle Danube and of the Upper Elbe.

The valley of the Seven Communes, that curious little tongue of German-speaking territory projecting into pre-war Italy, ran across the foreground. Barren and almost treeless, it had been in the battle-line since the Austrian offensive of May, 1916, which had nearly broken successfully into the Venetian plain.

As he declared that both Dutch and Flemish were but variants of Low German, he included Holland and Belgium in the Greater Germany of the future, as well as the German-speaking Cantons of Switzerland, and Upper and Lower Austria. Mentally, he possibly included a certain island lying between the North Sea and the Atlantic as well, though, out of regard for my feelings, he never mentioned it.

From the viewpoint of the ministers in 1797, Lutheranism seems to have been a matter of language rather than of religion. As I have already pointed out, the annexation of the Upper Adige means the passing of 180,000 German-speaking Austrians under Italian sovereignty, including the cities of Botzen and Meran; the ancient centers of German-Alpine culture, Brixen and Sterzing; of Schloss Tyrol, which gives the whole country its name; and, above all, of the Parsier valley, the home of Andreas Hofer, whose life and living memory provide the same inspiration for the Germans of Tyrol that the exploits and traditions of Garibaldi do for the Italians.

Were Switzerland, Alsace-Lorraine, and the Rhineland, upon the one hand, the Hungarian plain, Russian Poland, and East Prussia, upon the other hand, united in one strong, patriotic, homogeneous German-speaking group with the Government of Berlin and the Baltic plain, and were Bavaria, Switzerland, the Tyrol, Bohemia, to constitute the weaker and less certain ally, while the least certain half of that uncertain ally lay in Eastern Bohemia and in what is now Lower Austria, well defended from attack upon the East, the conditions would be exactly reversed, and the Austro-German alliance would be geographically and politically of the stronger sort.

East of this is the far larger state of Hungary, and Hungary is the valley of the river Danube, from where the German-speaking boundary cuts it, just below Vienna down to the Iron Gates, up to the crest of the Carpathians. These two great units of Austria proper and of Hungary have round them certain frills or edges.
