He succeeded in reaching latitude 86° 34', the nearest approach to the pole up to that time. Only a few years afterward, 1905-6, Amundsen, in the steamer Gjoa, found a more southerly northwest passage from King William Land than that followed by Collinson. It was comparatively free from ice. Amundsen was the first to penetrate the northwest passage in a continuous voyage.

Some have dated it from the Morocco Affair of 1905-6. The assertion is inconsistent with the facts of the case. Long before that crisis the policy of the Kaiser tended increasingly towards a collision.

But the Revolution of 1905-6 rendered it wholly untenable. The peasantry, on whom the Tsar and the Government counted for support, readily followed the lead of every anarchist and revolutionary who dangled the promise of free land before their eyes, and gutted or burned the manors of the landlords.

In 1905-6 there were held 3,500 institutes, in 45 states and territories, with a total reported attendance of 1,300,000 people, at a cost of nearly $350,000. The work is largely supported by the state treasuries, some of the states showing a most generous spirit.

The outbreak of the Boer War in 1899, followed quickly by the Kaiser's speech at Hamburg, and the adoption of accelerated naval construction in 1900, brought about serious tension, which was not relaxed by British complaisance respecting Samoa. The chief significance of the Morocco Affair of 1905-6 lay in the Kaiser's design of severing that Entente.
