The state engages to look after my security within and without; I engage to furnish the means for so doing, which means consist of my respect and gratitude, my zeal as a citizen, my services as a conscript, my contributions as a tax-payer, in short, whatever is necessary for the maintenance of an army, a navy, a diplomatic organization, civil and criminal courts, a militia and police, central and local administrations, in short, a harmonious set of organs of which my obedience and loyalty constitute the food, the substance and the blood.

The peasant who hires land, the manufacturer who borrows capital, the tax-payer who pays tolls, duties, patent and license fees, personal and property taxes, &c., and the deputy who votes for them, all act neither intelligently nor freely. Their enemies are the proprietors, the capitalists, the government.

And these schools cost the treasury nothing, next to nothing to the tax-payer, and very little to parents.

To these personal grievances he added the general grievances of a tax-payer under the present loose-geared regime, and there were days when he thought he saw the legitimate outcome of democracy as applied to large capitals: the organizing of criminals for the spoliation of the well-to-do.

Even when he is caught he will be treated with the same economy. Capital punishment there is none in Italy. Why waste a citizen and a tax-payer? Especially when one has already been destroyed! No, he will be sentenced to a term of imprisonment. But he will not serve it. He will escape, or it will be commuted. And while he is in gaol he will have a good time.

It is not within the province of human nature that the man who is intelligent and virtuous, and owns and cultivates the best farm in his county, is the largest tax-payer, shall very long be denied proper respect and consideration.

It seems that the authors of this part of the Report have not only traveled far and wide over our country and surveyed each prison, but have also called on every tax-payer of our State, scrutinized their tables carefully, and found that their average living costs not over ten and one-half cents per day to each individual. When found they time for all this?

Nothing, however, could alter the awkward fact that Government had been compelled to confront the Legislative Assembly at its first session with a Budget showing a deficit and making calls upon the Indian tax-payer absolutely unprecedented in the annals of British-Indian State finance. The deficit amounted to nearly 19 crores of rupees on a Budget of 130 crores, and the Financial Member, Mr.

It is quite possible that the tax-payer will himself contend that, as the state does not legalize a marriage without a license officially recorded, that the status of children may be clearly defined, so the state would need to go but one step further in the same direction, to insist upon health certificates from the applicant for a marriage license, that the health of future children might in a certain measure, be guaranteed.
