"Heidelberg was once the capital of the Palatinate established here by the Emperor Otto of Germany in the tenth century. The Palatines were sub-rulers, whose duty it was to look after the interests of the emperor. This palatinate, including the northern portion of Baden and a part of Bavaria, became the most powerful in the empire, and was divided into the Upper and Lower Palatinates."
In the month of April, 1764, they arrived at Charlestown, and presented a letter from the Lords Commissioners for Trade and Plantations to Governor Boone, acquainting him that his Majesty had been pleased to take the poor Palatines under his royal care and protection, and as many of them were versed in the culture of silks and vines, had ordered that a settlement be provided for them in Carolina, in a situation most proper for these purposes.
In 724, he addressed to all religious and political authorities that could be reached by his influence, not only to the bishops, "but to the dukes, counts, their vicars, our palatines, all our agents, our envoys, and our friends this circular letter: 'Know that a successor of the Apostles, our father in Christ, Boniface, bishop, hath come unto us saying that we ought to take him under our safeguard and protection.
The French, for some reason or other, did not follow up their advantage and descend upon the lower Valley; but had they done so there could scarcely have been a greater panic among the Palatines. All during the year there had been seen at times, darkly flitting through the woods near the sparse settlements, little bands of hostile Indians.
Some of the Palatines were for denying a passage to the Russians, and others were for affording them the utmost assistance in their power. With this cause of contention, others of a more private nature fatally concurred, by means of a misunderstanding between the prince Czartorinski and count Muisnec.
Down in the Carolinas, a party of Tuscaroras attacked a settlement of Palatines near Pamlico Sound, and wiped them out; and some Huguenots at Bath fared little better. Disputes between the governor and the burgesses prevented aid from Virginia; but Barnwell of South Carolina succeeded in making terms with the enemy.
The French and Indians, after killing fifty Palatines and taking thrice that number prisoners, turned tail and marched back to the Lake again, with some of Honikol Herkimer's lead in their miserable bodies. The Valley was rarely to be cursed with their presence again. It was as if a long fever had come to its climax in a tremendous convulsion, and then gone off altogether.
The Twins were now so angry and ashamed of themselves that they played worse than ever. Everything seemed to go wrong with them. Their passes were blocked; their tries for goal failed; the Palatines would not even help them out with a foul.
But, on the motion that the bill should be committed, there was a debate in which the right of free speech was most liberally used by the opponents of the government. It was idle, they said, to talk about the poor Huguenots or the poor Palatines.
About the same time application was made to the Proprietors for lands in Carolina, by a number of Palatines harassed in Germany by the calamities of a tedious war, and reduced to circumstances of great indigence and misery.
