The Government proposed some other financial measure to the Council, and the answer was in the negative. In spite of this, the Government measures were carried into execution. The Motu Proprio says the Consulta di Stato shall be heard, but not that it shall be listened to.

Another Vatican decree that was equally alarming to Protestants was that entitled Motu Proprio, by which any Catholic layman was ipso facto excommunicated who should have the temerity to bring a priest into a civil court either as defendant or witness.

The second work, De Motu Animalium, deals with the mechanical action of the limbs of birds and animals and with a theory of the action of the internal organs.
