This very general description gives, however, far too rough an idea of the extraordinarily complicated territories of the House of Hapsburg. Thus, there are considerable German-speaking colonies in Hungary, and these, oddly enough, are more frequent in the east than in the west of that State.

The problem to be solved is one that presses on our great Allies in the United States, where the German-speaking population is very large, quite as much as it does on us. France and Belgium have more to forgive, and France has a hard past from which to avert her eyes.

In a word, as compared with the Allies, the Germanic central body in Europe has a certain advantage of moral homogeneity, especially as the governing body throughout is German-speaking and German in feeling. That is the first point of advantage a moral one. The second is more material.

This method, and especially its results, appealed strongly to Charles's successor, who continued to hack the way of Christianity through Slavonic tribes until eventually the latter were completely subjugated in all the German-speaking countries of to-day. It took a long time to do this, for there is a deal of resilience in the Slav, and his soul remains his own even under much persecution.

It was left to the twentieth century to reinstate white slavery. It is the purest glory of the English-speaking people to have succeeded in eradicating the old evil. It will be the eternal shame of the German-speaking people to have replaced it by something worse. Civilisation forbade any man, sixty years ago, to force another man to work for him.

The power of the princes, the representatives of local centralized authority, was proving itself too strong for the power of the Emperor, the recognized representative of centralized authority for the whole German-speaking world.

In the eighteenth century rulers troubled themselves little about matters apparently of such minor importance as the languages in which their subjects conversed and read. Even the French did not try to touch the German-speaking inhabitants of Alsace, and Copenhagen could become a centre of German letters, while French maintained itself at the Court of Berlin.

In accordance with an agreement reached by a Diet held at Worms in 1521, the Council of Regency was created. Most of its twenty-three members were named by, and represented the interests of, the German princes. Here might be the starting-point toward a closer political union of the German-speaking people, if only a certain amount of financial independence could be secured to the Council.

It was as if the entire German-speaking world, still dreaming the lately baffled dream of national unity, had turned to him as the noblest of the spiritual ties that bind Germans together.

Now this is explicit enough; Germany clearly contemplated a protectorate over Palestine, and if the Jews who are German-speaking Jews are left independent, there is nothing more certain than that, after the war, her penetration of Palestine will instantly begin.
