Every sort of man, in short, would shirk such a responsibility, except the worst sort of man, who would accept it. I pass on, in the next chapter, to consider whether we know enough about heredity to act decisively, even if we were certain who ought to act. Here I refer the Eugenists to the reply of Mr.

Any Congress of Eugenists wishing to establish a standard of male beauty for the human race has only to place a moving-picture machine at the entrance of any one of these let us say the Athletic Club. The results will at the same time enrapture and discourage a dazzled world.

But in its so-called "constructive" aspect, in seeking to reestablish the dominance of healthy strain over the unhealthy, by urging an increased birth-rate among the fit, the Eugenists really offer nothing more farsighted than a "cradle competition" between the fit and the unfit.

Let us now finally consider what the honest Eugenists do mean, since it has become increasingly evident that they cannot mean what they say. Unfortunately, the obstacles to any explanation of this are such as to insist on a circuitous approach. The tendency of all that is printed and much that is spoken to-day is to be, in the only true sense, behind the times.

The eugenists may well challenge those who urge merely this kind of objection to show that the losses thus pointed out are great enough to offset the gains, in the very same direction, which they regard their program as promising.

I may very roughly and rapidly divide these preliminary objectors into five sects; whom I will call the Euphemists, the Casuists, the Autocrats, the Precedenters, and the Endeavourers. When we have answered the immediate protestation of all these good, shouting, short-sighted people, we can begin to do justice to those intelligences that are really behind the idea. Most Eugenists are Euphemists.

Most of the Eugenists, including Professor Karl Pearson and his colleagues of the Eugenics Laboratory of the University of London and of the biometric laboratory in University College, have retained the age-old point of view of "Nature vs. Nurture" and have attempted to show the predominating influence of Heredity AS OPPOSED TO Environment.

Convinced though I certainly am of the vast importance of nature or heredity in the human constitution, I am not one of those eugenists who, to the grave injury of their cause, declare that there are no such things as nurture and education, in that they effect nothing; nor do I believe it in any way inherently necessary that perhaps ten years after puberty a girl should still be irresponsible in those matters which, incomparably beyond all others, demand responsibility; or incapable, with wise help or even without it, of guiding her course aright.
