It is, indeed, more than doubtful if such a policy of self-defeat as is embodied in current international trade discriminations could be insinuated into the legislation of any civilized nation if the popular intelligence were not so clouded with patriotic animosity as to let a prospective detriment to their foreign neighbors count as a gain to themselves.

"In contemplating the causes which may disturb our Union, it occurs as a matter of serious concern, that any ground should have been furnished for characterizing parties by Geographical discriminations, northern and southern, Atlantic and western; whence designing men may endeavor to excite a belief that there is a real difference of local interests and views.

Hopkins, wherein the Court said: "Though the law in itself be fair on its face and impartial in appearance, yet, if it be applied and administered by public authority with an evil eye and an unequal hand, so as to practically make unjust and illegal discriminations between persons in similar circumstances, material to their rights, the denial of equal justice is still within the prohibition of the Constitution."

He is to exhibit in his portraits of nature such prominent and striking features as recall the original to every mind, and must neglect the minuter discriminations, which one may have remarked and another have neglected, for those characteristics which are alike obvious to vigilance and carelessness.

His discriminations in respect to his heir were, in fine, not more angular than any others to be observed in him; and Mr. Verver received perhaps from no source so distinct an impression of being for him an odd and important phenomenon as he received from this impunity of appropriation, these unchallenged nursery hours.

The throng and succession of ideas, thoughts, feelings, imaginations, aspirations, which pass within him, the abstractions, the juxtapositions, the comparisons, the discriminations, the conceptions, which are so original in him, his views of external things, his judgments upon life, manners, and history, the exercises of his wit, of his humour, of his depth, of his sagacity, all these innumerable and incessant creations, the very pulsation and throbbing of his intellect, does he image forth, to all does he give utterance, in a corresponding language, which is as multiform as this inward mental action itself and analogous to it, the faithful expression of his intense personality, attending on his own inward world of thought as its very shadow: so that we might as well say that one man’s shadow is another’s as that the style of a really gifted mind can belong to any but himself.

But if discriminations tend to divide the community, and the state itself cannot do more than select among the various possible cases of discrimination those which it has some reason to prefer, how is the solidarity of the community to be preserved? And above all, how is a democratic community, which necessarily includes everybody in its benefits and responsibilities, to be kept well united?

Such were the reflexions of a theoretic Teuton who now walked for the most part amid the ashes of his prejudices. Mrs. Bonnycastle had endeavoured more than once to explain to him the principles on which she received certain people and ignored certain others; but it was with difficulty that he entered into her discriminations.

He who has not made the experiment, or who is not accustomed to require rigorous accuracy from himself, will scarcely believe how much a few hours take from certainty of knowledge, and distinctness of imagery; how the succession of objects will be broken, how separate parts will be confused, and how many particular features and discriminations will be compressed and conglobated into one gross and general idea.

Our membership in the OTC will provide the most effective and expeditious means for removing discriminations and restrictions against American exports and in making our trade agreements truly reciprocal. United States membership in the Organization will evidence our continuing desire to cooperate in promoting an expanded trade among the free nations.
